We have deep experience in creating evaluation criteria and instructions to offerors, model contract development, and source selection planning & execution.

In many projects, the most challenging stage is actually getting the capability into the users’ hands. We have hands-on experience in planning and executing fielding and transition activities, trial period, operational acceptance, and functional & physical configuration audits.
Robert is the founder and Chief Executive of Figueroa & Associates. He has a 20 year track record of helping public-sector clients resolve complex issues involving strategy, organizational health, human capital, and large-scale transformation. He works with clients’ senior leadership to build high-performing teams by shaping a compelling vision, working to effectively communicate that vision, redesigning and aligning core processes, and managing risks. Prior to founding Figueroa & Associates, Robert was a Vice President with specialty finance firm Jules and Associates where he structured and executed over $100 million in commercial loans to middle market companies such as Zappos and Alvarez & Marsal. He also worked as a consultant at various firms and served as an acquisitions officer in the United States Air Force. Robert is a graduate of the United States Air Force Academy.
Mike has over 27 years of experience in strategic planning, schedule management, systems integration and logistics. Mike is an expert in developing integrated program master schedules, critical path methodology, schedule risk analysis, and Microsoft Project Server and Project Web Application (PWA). Mike is a certified Project Management Professional (PMP) and is active in developing industry standards for implementation by the Department of Defense and Government accountability Office (GAO). For the past 22 years, Mike has provided subject matter expertise and project management support to countless DoD space programs and was recognized by the Air Force Inspector General for developing the Test Asset Resource Tracking system, which saved the Global Positioning System (GPS) program $50 million annually over a three year period. Mike is co-authoring the soon-to-be-published Program Schedule Excellence Guide (PSEG).
